Head of US Corporate Citizenship

As Head of U.S. Corporate Citizenship at TD Bank, Shelley Sylva leads the Bank’s US efforts in ESG, Social Impact, philanthropy, employee engagement, and volunteerism. A bar-admitted attorney, Sylva provides thought leadership, advice, and guidance to the Bank’s US CEO and General Counsel, tapping into her extensive legal and regulatory experience in both city government and the private sector. A trailblazer with a track record of building structures and forging pathways, Sylva previously led TD's Social Impact team and the TD Ready Commitment, a billion-dollar philanthropic initiative designed to positively impact social and environmental issues and elevate communities within the Bank's footprint. 

Prior to joining TD Bank, Sylva established Henper Consulting, a certified SDBE, DDE, WBE and MBE full-service management consulting firm. Here, she uses her operational abilities, regulatory expertise, project management skills and analytical aptitude to provide management consulting and strategic planning services to medical providers, affordable housing agencies, law firms and real estate and development professionals throughout the United States. Before entering the private sector, Sylva was the Assistant Executive Director of the Philadelphia Housing Authority (PHA), the fourth-largest housing authority in the United States. Under Sylva's leadership, PHA implemented job training and entrepreneurship programs for its residents, elevated its supplier diversity program, and removed many of the City's public housing high rises to rebuild livable communities for the underserved. 

Before becoming PHA’s Assistant Executive Director, Sylva created PHA’s Chief of Staff role, managing the office and the activities of PHA’s Executive Director. Here, she served as a strategic advisor and critical thought partner, taking on special projects, managing internal and external consultants and lawyers, and directing the Agency’s government relations and PR activities. Sylva also worked closely with PHA’s Board of Directors and represented PHA in numerous litigation matters. Sylva is a proud Philadelphia native and graduated from Temple's Beasley Law School. 

A champion of philanthropy and education, she volunteers on the Board of her alma mater, Philadelphia High School for Girls, and many nonprofit organizations. She is the recipient of numerous honors and awards, including Philadelphia Business Journal’s 2021 Women of Distinction.
