Vice President for Public Policy

Mary Scott Balys serves as Vice President for Public Policy at Opportunity Finance Network, a leading national network of more than 390 CDFIs. OFN helps our public and private sector partners invest in CDFIs to catalyze change and create economic opportunity in low-income, low-wealth rural, urban, and Native communities. Mary Scott leads OFN’s policy work around appropriations, tax policy, housing, and climate and energy efficiency lending.  

Prior to joining OFN, Mary Scott worked at Van Scoyoc Associates and Thorn Run Partners, representing over a dozen local government entities in Washington, DC. Before that, she spent five years working for Pinellas County, Florida. In that role, she managed intergovernmental affairs between the county and the municipal, state, and federal governments. Mary Scott has also managed electoral and issue-based campaigns in Massachusetts, North Carolina, and Florida. 

Mary Scott graduated from Wake Forest University and lives in DC with her husband and son.
